A Fair Summary

WHEREAS, it is in the best interest of the residents of the Town of Riverdale Park that elections be conducted in a manner that will make candidates and/or campaign committees accountable for their financial activities, and

WHEREAS, other municipal governments in the State of Maryland provide for fair elections practices and require campaign finance accountability, and

WHEREAS, the Town of Riverdale Park has not adopted such requirements, and

WHEREAS, it would prevent abuses and fraudulent political practices to amend the Code of the Town of Riverdale Park to provide for fair election practices and campaign finance reporting,

NOW THEREFORE, provisions to amend the Town Code, Chapter 29, Elections, will require that:

    1) Campaign committees of two or more individuals authorized to receive contributions or make expenditures in support of or opposed to one or more candidates will be required to name a treasurer, and

    2) Campaign committee treasurers and individual candidates who do not have a campaign committee will be required to file campaign finance reports no earlier than the 30th day before an election and no later that 12:00 noon of the 10th day before an election with a final report required no later than 14 days after an election, and

    3) Reports from campaign committee treasurers and individual candidates shall contain an itemized list of contributions and expenditures made in support of or opposed to one or more candidates, and

    4) A penalty of $100 for the first day and $25 for each additional day shall be imposed for late reports, and

    5) Campaign reports shall be deemed public records and shall be maintained at the office of the Town Administrator where they will be available for inspection.

The requirements under 2001-OR-2 shall be effective with the election of May 2001.
